Description
De NOS stelt dat de opdracht rechtstreeks aan M&I Broadcast Services gegund kan worden met een beroep op artikel 2.32 lid 1 sub b onder 2 Aw, vanwege het ontbreken van mededinging om technische redenen. De motivatie omvat meerdere redenen. OmniPlayer is het enige product in de markt wat meerdere gebruikers technisch in staat stelt om tijdens de opname hetzelfde audiomateriaal gelijktijdig in te zien, te monteren en te delen. De combinatie van deze unieke functionaliteiten binnen één oplossing zijn essentieel binnen de complexe live sport- en nieuwsomgeving van de NOS. Daarnaast is het noodzakelijk dat de NOS volledig compatibel is met de radiostudio’s van de NPO, die volledig zijn uitgerust met OmniPlayer. De levering van OmniPlayer is exclusief voorbehouden en de benodigde licenties en support zijn niet afzonderlijk verkrijgbaar. Alleen M&I Broadcast Services levert de vereiste 24/7 ondersteuning. Deze 24/7 ondersteuning is cruciaal om de continuïteit van uitzendingen te waarborgen De totale opdrachtwaarde voor 7 jaar wordt geschat op €1.000.000,-.
