L'accord-cadre de prestations et outils d'assistance à la définition, à la mise en oeuvre, à l'exploitation et à l'optimisation des réseaux de transports en commun est régi par le présent Cahier des Clauses Administratives Particulières (CCAP). Il s'agit d'un accord-cadre à bons de commande mono-attributaire. L'accord-cadre n'est pas alloti du fait du caractère indivisible de la prestation. Cet accord-cadre est passé en procédure formalisée d'appel d'offres ouvert, sur le fondement de l'article L. 2124-2 du Code de la commande publique
