la prestation concerne l'insertion sociale et professionnelle de personnes exclues du marché du travail ou qui rencontrent des difficultés d'accès ou de maintien dans l'emploi Il s'agit d'un accord-cadre à bons de commandes sans montant minimum et avec un montant maximum annuel pour chaque lot. L'accord cadre est réservé à des structures d'insertion par l'activité économique mentionnées à l'article L. 5132-4 du code de travail et à des structures équivalentes, lorsqu'elles emploient une proportion minimale, fixée par voie règlementaire, de travailleurs défavorisés,en application de l'article L2113-13 du code de la commande publique
