Description
La présente consultation a pour objet l'élaboration du PLUI-H de Poher Communauté avec assistance et suivi juridique continu, et la réalisation des études nécessaires à l’élaboration des documents, l’animation de la concertation avec les élus et la population. La mission comprendra 6 phases décrites ci-dessous ainsi que l’évaluation environnementale tout au long du projet, sur une durée totale estimée de 48 mois (4 ans) : - PHASE 1 : RAPPORT DE PRÉSENTATION (DIAGNOSTIC, ÉTAT INITIAL DE L’ENVIRONNEMENT) - PHASE 2 : PROJET D’AMENAGEMENT ET DE DÉVELOPPEMENT DURABLES (PADD) - PHASE 3 : PIÈCES RÉGLEMENTAIRES (POA, OAP, REGLEMENTS...) - PHASE 4 : ARRÊT DU PROJET DE PLUi-H - PHASE 5 : CONSULTATION DES PPA-PPC ET COMMUNES - ENQUÊTE PUBLIQUE- DOSSIER DÉFINITIF D’APPROBATION DU PLUi-H - PHASE 6 : CONTROLE DE LÉGALITÉ En articulation avec ces phases, une évaluation environnementale sera menée tout au long de l'exécution du marché.
