De aanbesteding betreft de ontwikkeling, het ontwerp, de realisatie en verkoop van het plangebied Sphinx-Noord, de exploitatie van de in het plangebied te situeren parkeergarage en een aan de gemeente terug te leveren casco fietsenstalling. De gemeente wil hiermee de realisatie van het plangebied Sphinx in de stadswijk Belvedère complementeren. De gemeente ziet graag dat de wijk een toekomstbestendige inrichting krijgt met behoud van haar historische waarde.
