De gemeente Enschede, wil één ontwerper/architect contracteren die fasegewijs en in afstemming met gemeente, toekomstige gebruikers en overige stakeholders een integrale ontwerp opstelt voor de verbouwing/renovatie van het monumentale gebouw op de hoek van de Korte Hengelosestraat en de Brammelerstraat, het voormalige V&D-pand. De Bibliotheek, Concordia (Filmtheater, Podium voor beeldende kunst & Mogelijkmaker) en Theater Sonnevanck hebben gezamenlijk een duidelijke ambitie uitgesproken om al hun activiteiten en een ondersteunende horecafunctie centraal onder te brengen in Het Warenhuis.
