Na podstawie art. 19 ust. 1 pkt 3 ustawy z dnia 16 grudnia 2010 r. o publicznym transporcie zbiorowym (tj. Dz. U. z 2025, poz. 285) organizator dokona wyboru operatora poprzez bezpośrednie zawarcie umowy o świadczenie usług w zakresie przewozów pasażerskich w transporcie drogowym, zgodnie z art. 22 ust. 1 pkt. 2 Ustawy o publicznym transporcie zbiorowym.
