Deze marktconsultatie dient uitdrukkelijk om de visievorming te concretiseren en om de interesse te toetsen voor een eventuele aanbesteding. Op deze wijze kan de aan te besteden opdracht beter worden afgestemd op de mogelijkheden die er zijn in de huidige markt met als uiteindelijke doelstelling dat voor de NPO het meest optimale resultaat kan worden bereikt binnen het beschikbare budget.
