Description
Procedura aleasă este Acord Cadru pe 48 de luni de la semnarea acestuia, cu 2 operatori economici. S-a ales procedura de licitație deschisă, Anunț de participare, deoarece valoarea cumulată a tuturor loturilor depășește pragul valoric prevăzut la art. 7 alin.(1) lit.c) din Legea nr.98/2016 cu modificările si completările ulterioare . Având în vedere ca produsele care fac obiectul acestei achiziții sunt medicamente folosite in tratamentul pacienților, iar numărul pacienților este variabil și cantitatea exactă de medicamente nu se cunoaște la acest moment, s-a ales acordul-cadru deoarece acesta permite autorității contractante atribuirea de contracte subsecvente, lunar sau trimestrial, în funcție de necesitățile concrete si de fondurile alocate pentru achiziția acestora. Acordul cadru se încheie fără reluarea competiției. Contractul subsecvent va fi încheiat într-un termen estimat de 7 zile de la încheierea acordului cadru doar la solicitarea medicului coordonator. Contractele subsecvente se vor încheia în funcție de alocarea bugetară din Programele Naționale de Sănătate. Produsele se vor achiziționa de la primul clasat până la epuizarea cantității.
