Door middel van deze vooraankondiging van vrijwillige transparantie vooraf, willen de onderwijsinstellingen binnen de Beethoven samenwerking (hierna tezamen aan te duiden met: ‘Beethovenpartners’), op dit moment bestaande uit de universiteiten Technische Universiteit Eindhoven (TU/e), Universiteit Twente, Rijksuniversiteit Groningen, Technische Universiteit Delft en Radboud Universiteit, marktpartijen op de hoogte brengen van het voornemen om een onderhandelingsprocedure zonder aankondiging op te starten.
