Description
Aanleiding en toelichting van de opdracht In de huidige situatie wordt voor een groot deel van de bedrijven de tabel afvalwatercoëfficiënten gebruikt om de vervuilingswaarde van het afvalwater vast te stellen. Binnen de tabel zijn de bedrijven ingedeeld in een aantal bedrijfsklassen. Bij iedere bedrijfsklasse hoort een afvalwatercoëfficiënt. Vermenigvuldiging van deze coëfficiënt met de hoeveelheid ingenomen water leidt tot het aantal vervuilingseenheden voor de belastingaanslag. Er bestaat al langere tijd discussie over de indeling van bedrijven en de hoogte van sommige coëfficiënten. Daarom is landelijk besloten om de huidige tabel afvalwatercoëfficiënten te laten vervallen (betreft: Artikel 2 besluit vervuilingswaarde ingenomen water 2009 (BVIW)). Dit heeft als gevolg dat de heffingstechnologen van het waterschap uiterlijk binnen 10 jaar na inwerkingtreding van de gewijzigde belastingwetgeving (1 januari 2026) de afvalwatercoëfficiënt bij bestaande tabelbedrijven, die vóór deze belastingwijziging in een afvalwaterklasse zijn ingedeeld, dienen te onderzoeken.
