The main applicant and administrator of the project is the Urban Environment Division of the City of Lappeenranta. In addition to the City of Lappeenranta, the project includes the cities of Turku, Vaasa, Kouvola, Oulu, Espoo, Kokkola, Tampere, Järvenpää and Helsinki. For the planning of this AI project, the municipalities have invited the Ministry of the Environment, Senate Properties, the Association of Finnish Cities and Municipalities (AFCM), universities, and other Finnish, European and international public organisations to participate in stakeholder cooperation. The main driving force behind the need for a new AI service is the national need for the use of data analysis models arising from the reform of the Building Act and Decree. In Finland, the new Building Act was adopted by the Parliament in February 2023. With this market survey, the Municipalities AI development project is identifying markets and potential suppliers to identify an AI service for automatic inspection and building control use cases for buildings, built environment and Geographic information.
