MARCHE D'INSERTION ET DE QUALIFICATION PROFESSIONNELLE PAR L'EMPLOI DE PERSONNES EN DIFFICULTES DANS LE CADRE DE TACHES SOCIALEMENT UTILES AXEES SUR L'ACTIVITE D'UNE COLLECTE EN PORTE A PORTE D'ENCOMBRANTS SUR LE TERRITOIRE DE L'AGGLOMERATION DE LA ROCHELLE. La procédure de passation utilisée est : la procédure adaptée ouverte. Elle est soumise aux dispositions des articles L. 2123-1 et R. 2123-1 3° du Code de la commande publique. En vertu de l'article L. 2113-13 du Code de la commande publique, ce contrat est réservé à des structures d'insertion par l'activité économique mentionnées à l'article L. 5132-4 du code du travail ou à des structures équivalentes, lorsqu'elles emploient une proportion minimale, fixée par voie réglementaire, de travailleurs défavorisés. L'accord-cadre sera exécuté par l'émission de bons de commande. Les prestations sont réglées par des prix unitaires et forfaitaires. Le présent marché a pour objet l'insertion sociale et professionnelle des personnes qui rencontrent des difficultés d'accès ou de maintien dans l'emploi.
