Het versneld realiseren van twee kleinschalige woonvoorzieningen voor longstay, waar jeugdigen in een huiselijke setting kunnen wonen met 24/7 begeleiding, gericht op stabiliteit, continuïteit en het aangaan van hechtingsrelaties. Maximaal zes – bij voorkeur vier – jeugdigen per huis, leeftijd indicatief 8–23 jaar, met een vaste begeleidingsratio van minimaal 1 op 4. Deze woonvormen zijn specifiek bedoeld voor complexe doelgroep van jeugdigen die intensieve begeleiding nodig hebben als alternatief voor plaatsing in een gesloten instelling.
