Sopimuksen piirissä olevat asiakkaat ovat asuneet palveluntuottajan yksikössä jo pidempiaikaisesti, palvelutarve on edelleen jatkuva ja sijaishuollon pysyvyyden turvaaminen on lastensuojelulain periaatteiden mukaisesti lasten edun mukaista.
