ProRail heeft behoefte aan dienstverlening omtrent het organiseren van internationale dienstreizen (bestaande uit het organiseren van zowel vervoer als verblijf). Het doel van deze aanbesteding is om met één partij een exclusieve raamovereenkomst te sluiten betreffende de organisatie van internationale dienstreizen en hotelovernachtingen, hierna te noemen ‘de opdracht’, om invulling te geven aan deze behoefte.
