Ohjelma-allianssi tulisi sisältämään Helsinkiin Kaupunkiliikenne Oy:n ja KYMP:in yhteisprojekteina toteutettavat kolme raitiotieprojektia tavoiteaikataulun mukaisesti arviolta vuosina 2024–2032. Ohjelman projektit ovat Länsiratikat, LäPi ja ViiMa. Ohjelma-allianssiin on tarkoitus hankkia sekä suunnittelu- että toteuttajaosapuolet.
