Hanke lepingu esemeks on leida konsultant Eesti Vabariigi territooriumil Rail Baltica raudtee Tootsi-Pärnu (DS3 DPS1 – 36,6km) põhitrassi lõigu, Ülemiste -Pärnu põhitrassi pealisehituse ehituse ning Pärnu-Läti piir (DS3 DPS2-DPS3) lõigu projektdokumentatsiooni täiendamiseks/muutmiseks ja lõpetamiseks ning lõpetatud projektdokumentatsiooni alusel tööde realiseerimise hankimiseks ja lepingu mudeli väljatöötamiseks (sh hankedokumentide väljatöötamine).
