Description
De Vereniging van Zuiveringsbeheerders (VvZB) vertegenwoordigt de 21 waterschappen van Nederland en wenst via deze aankondiging van vrijwillige transparantie marktpartijen op de hoogte te brengen van het voornemen om een onderhandelingsprocedure zonder voorafgaande aankondiging op te starten (zoals bedoeld onder paragraaf 2.2.1.7 van de Aanbestedingswet 2012), voor de “Karakterisering van Poly-elektrolyt (PE)'. Waterschap Vechtstromen is voornemens om namens de VVzB deze procedure te starten met Intertek Polychemlab BV te Geleen. Toelichting en motivatie gekozen procedure De onderhandelingsprocedure zonder voorafgaande bekendmaking wordt toegepast omdat: Mededinging om technische redenen ontbreekt (artikel 2.32 lid 1 sub b onder 2 AW2012). De uit te voeren analyse (het analyseprotocol) is zeer specialistisch. Na een uitgebreide marktconsultatie en Europese aanbesteding was er slechts één inschrijver voor het uitvoeren van de analyse. Deze partij heeft de afgelopen jaren de werkzaamheden uitgevoerd.
