Description
Alta municipality intends to enter into a contract with Sikri AS for a transition from Elements OnPrem to Elements Cloud. This is a revision and continuation of the current case and archive system to the cloud for Alta municipality, delivered in a new delivery model. In order to take advantage of the opportunities in always running on the latest version, the municipality must change the delivery model. That means moving the system into the supplier's cloud service. As there are no other actors who can migrate our case and archive system into the tenderer's cloud system, PPR § 5-2 (1) (a) and § 13-4 (b) 2 in the procurement regulations will apply. It is technically impossible for another supplier to achieve an execution, and it is necessary to employ specific knowledge, specific tools or resources that only a specific supplier has at his disposal. Alta municipality hereby announces, in accordance with PPR § 21-5, intention notice that the municipality intends to enter into a contract for a transition to a cloud-based system for the Elements case and archive system.
