Description
Helse Stavanger HF (Stavanger Health Trust) intends to enter into an agreement with Becton Dickinson Norway AS on serum tubes with gel for venous blood sampling. The pipes must fulfill certain requirements for quality, including short decay before centrifuging, solid barrier between serum and blood cells, glass/cork that does not affect the analytes, as well as long analytical reliability. The health authorities do not know of other suppliers of serum pipes with gel that, in total, have the requested qualities. Based on this, the competition is "impossible for technical reasons", cf. the procurement regulations § 13-4.
