Om de continuïteit binnen de gemeentelijke organisatie te waarborgen, maken we binnen de Westfriese gemeenten gebruik van een flexibele schil van arbeidskrachten. Denk hierbij aan de inhuur van uitzendkrachten, ZZP’ers en detacheringsopdrachten. Redenen om in te huren kunnen zijn krapte op de arbeidsmarkt, piekbelasting of het ontbreken van specialistische kennis in de organisatie.
