De aanbesteding vindt plaats als een niet-openbare procedure op grond van het ARN2016 Deel II alsmede de Europese als oproep tot mededinging gepubliceerde Erkenningsregeling ProRail (EP2019), branchedeel Spooraannemers. Standaard bovenbouwvernieuwingswerkzaamheden op locaties Zutphen – Dieren en Zutphen – Winterswijk en het vernieuwen van twee bovenleidingportalen bij Zutphen in het uitvoeringsjaar 2027 ten behoeve van de strategische doelstelling Netwerk klaarmaken voor de Toekomst.
