Description
The contracting authority shall enter into a contract with one tenderer for a framework agreement for the delivery of active coal as well as a service contract for mass exchange and disposal (final treatment) of used coal to five locations (Åse RA, RA4; Hankane PS; Solstrandveien 91, PS (Tennfjord); Skodje PS and Sjøholt RA) in Ålesund municipality, of which Åse treatment facility is the largest consumer. All the plants are placed within a geographical area that enables coal replacement to be done in one day. An annual campaign is expected. The equivalent procurement was announced in June 2023 and cancelled in September 2023. The above mentioned procurement was cancelled due to the fact that the tenders did not meet the contracting authority ́s needs. The justification for this is mainly that the award criterion "Quality" in the tender documentation was not sufficiently well described to evaluate the received tender offers. See the tender documentation point 1.2.1 for changes.
Award criteria
- Price — The evaluation sum in Annex 3A - When calculating the evaluation sum, "Quantity (estimated)" x "Price per unit" will form the basis.
- Quality — The quality will be assessed based on the following assessment themes: • Maximum delivery time • Procedures for ordering, delivery, emptying, disposal/finishing used coal.
