L'accord-cadre sera exécuté par l'émission de bons de commande. Les prestations sont réglées par des prix unitaires. La Ville de Rouen et la Métropole Rouen Normandie souhaitent équiper et maintenir certains de leurs locaux d'un réseau WIFI performant tant pour leurs besoins internes que pour leurs accès « visiteurs ». Ce réseau sera destiné notamment à la connexion d'ordinateurs portables, de smartphones et de tablettes
