Elle est passée en application des articles L2124-2 et R2124-2 du CCP. Il s'agit d'un appel d'offres ouvert sous procédure formalisée. La technique d'achat est un accord-cadre défini par les articles L2125-1 et R2162-1 du CCP, fractionné en bons de commande, en application des articles R2162-13 et R2162-14 du CCP
