GVB wenst met deze aanbesteding een flexibele schil van rijdend personeel te creëren, naast haar eigen medewerkers in de modaliteiten en in de GVB Flexpunt, om fluctuaties ten gevolge van verzuim, verlof, roosterproblematiek en pieken in de vervoersplanning op te kunnen vangen.
