Aan te besteden opdracht: De aan te besteden opdracht wordt als volgt gedefinieerd: Het contracteren van een Inschrijver die een zoveel mogelijk geïntegreerd HRM-PSA-FA systeem levert, inclusief het benodigde onderhoud en doorontwikkeling om de applicatie werkend en actueel te houden. Opdrachtgever ziet het leveren van deze systemen als een dienst waarvoor periodiek een vergoeding wordt afgedragen, ook wel SAAS genoemd (Software-as-a-service).
