L'accord-cadre a pour objet la réalisation des études d'environnement et d'aménagement nécessaires aux projets départementaux, notamment routiers. S'agissant des projets routiers y compris des liaisons douces, il peut s'agir d'opérations ponctuelles ou linéaires, tant en travaux neufs (déviations, mises à deux fois deux voies ...) que sur de l'existant (aménagements de carrefours, élargissement, ...). Il ne concerne pas les études de maîtrise d'oeuvre.
