L'étude a pour objet de définir les modalités et les conséquences financières, techniques et juridiques d'un transfert de la compétence eau potable à la communauté de communes des Portes d'Ariège Pyrénées, regroupant 34 communes (territoire de 40.000 habitants, 34 communes dont 29 communes de moins de 1.000 habitants et parmi elles, 24 communes de moins de 500 habitants)
