Description
The Ministry of Labour and Inclusion, in cooperation with the Ministry of Justice and Emergency Services, announces a R&D assignment on workers in the grey areas between social dumping and human trafficking for forced labour. The assignment shall map the extent and identify characteristics of the group of employees, who are victims of gross utilisation, without serious enough to be categorised as human trafficking. Furthermore, the project shall examine various forms of gross utilisation of employees and the extent of such utilisation. Furthermore, the assistance that exists for this group shall be mapped, in addition to sanctions against those who use workers. The assignment will be valid from signing the contract in 2024 until the delivery of the final report 15 November 2025, and has an upper economic limit of NOK 2 million excluding VAT. The draft for the final report will be submitted by 1 November 2025 at the latest. The final report shall include a summary.
