Hanke eesmärk on leida lepinguline värbamispartner, kellega koostöös mehitada 2024. aastal vähemalt kümme ametikohta ning perioodil 2024.-2026.a täiendavalt vastavalt tekkivale vajadusele. Nimetatud ametikohad hõlmavad õigus-, finantsala ja IT ekspertide ning kriisijuhtide rolle järgmistes valdkondades: 1. finantssektori digitaalse tegevuskerksuse riskijuhtimine; 2. kriisilahendus, hädaolukorrad, tsiviilkriisid ja nendeks valmistumine; 3. krüptoettevõtjate järelevalve.
