Door middel van deze aanbesteding wil iedere deelnemende gemeente een ter zake kundig bureau contracteren zodat de gemeente in staat gesteld wordt om het natuurvriendelijk isoleren van de gebouwde omgeving mogelijk te maken middels een omgevingsvergunning 'flora- en fauna-activiteit' voor de bebouwde kom en bedrijventerreinen als bedoeld in het Besluit activiteit leefomgeving artikel 11.37 (vergunningplichtige gevallen Vogelrichtlijn), 11.46 (vergunningplichtige gevallen Habitatrichtlijn) en 11.54 (vergunningplichtige gevallen Andere soorten).
