Gemeente Twenterand als Aanbestedende Dienst, wil twee opdrachtnemer(s) contracteren voor het leveren en onderhouden van Wmo hulpmiddelen op huur basis (all-in) en het recht tot incidentele koop hiervan. Gemeente Twenterand treedt in deze aanbesteding ook op als penvoerder voor andere partijen (deze noemen wij hierna 'deelnemers') namelijk gemeente Dinkelland, Tubbergen, Hellendoorn, Rijssen-Holten en Wierden.
