De Directie THOR wil vanaf 1 juli 2026 met betrekking tot haar dienstverlening op het gebied van Toezicht en Handhaving worden voorzien van de levering, implementatie, onderhoud, beheer en doorontwikkeling van een Digitale Voorziening Toezicht en Handhaving door middel van het sluiten van een overeenkomst met één leverancier. Er zal gegund worden op basis van de Economisch Meest Voordelige Inschrijving (EMVI) gebaseerd op de Beste Prijs - Kwaliteit Verhouding (BPKV).
