Η Παροχή Υπηρεσιών στην οποία ο Ανάδοχος θα αναλάβει τον σχεδιασμό, την κατασκευή και τη λειτουργία του δικτύου για τουλάχιστον 10 έτη, καθώς και μέρος της χρηματοδότησης, και η Αναθέτουσα Αρχή θα καλύψει το χρηματοδοτικό κενό με επιχορήγηση, που υπολογίζεται με βάση ένα ποσοστό του επιλέξιμου επενδυτικού κόστους για την εγκατάσταση επιδοτούμενων υποδομών.
