Description
La consultation était menée conformément aux règles procédurales prévues par le Code de la commande publique (CCP) et notamment ses articles L. 3111-1 et suivants et R. 3111-1 et suivants et aux articles L.1410-1 et suivants, R.1410-1 et suivants, L.1411-1 et suivants et R.1411-1 et suivants du Code général des collectivités territoriales (CGCT). La consultation était menée selon une procédure ouverte dans laquelle le dossier de consultation des entreprises (DCE) était téléchargeable par tous les opérateurs économiques souhaitant soumissionner et qui devaient donc remettre un pli contenant leur candidature et leur offre dans les conditions fixées par l'avis de concession et le règlement de consultation.
