Odpočívka je spolu s dálnicí D11 součástí transevropské dopravní sítě (TEN-T), dále je součástí souboru staveb, která je vymezena v „Návrhu rozvoje dopravních sítí v České republice“ a v kategorizaci dálnic a silnic I. třídy. Stavba 1109 je poslední částí tohoto koridoru mezi Trutnovem a státní hranicí.
