Ministry for Foreign Affairs of Finland, Unit for Development Evaluation (hereinafter referred to as “Contracting Authority” or “MFA”) has requested tenders for providing consulting services for evaluation coordination and quality control for centralised evaluations (hereinafter referred to as ”the services”) as detailed in the Invitation to tender and in its Annexes.
