Description
La consultation a pour objet une convention de délégation de service public (DSP) de type concessive régie par les articles L.1411-1 et suivants du code général des collectivités territoriales et la troisième partie du code de la commande publique. Le délégataire aura notamment pour mission, à ses risques et périls, de : - Concevoir, financer, et réaliser, sous sa maîtrise d'ouvrage, les ouvrages, et équipements mis à sa charge dont notamment : renforcement et modernisation des ouvrages et équipements existants ; extension du réseau ; création de nouvelles unités de production notamment EnR ; - Renouveler, entretenir et exploiter l'ensemble des ouvrages et équipements destinés à l'exploitation du service public ; - Produire l'énergie calorifique à partir des unités de production existantes et à construire ; - Distribuer l'énergie jusqu'aux sous-stations ; - Conclure les contrats de raccordement et les polices d'abonnement avec les abonnés ; - Fournir de la chaleur aux abonnés selon les engagements contractuels ; - Commercialiser, densifier et développer le réseau ; - Gérer les relations avec les abonnés et notamment percevoir les recettes dues par les abonnés.
