Die Ammerland-Klinik GmbH beabsichtigt, für ihre Apotheke einen Dosierautomaten für die automatisierte Stellung von Medikamenten zu beschaffen. Dabei wurde ausschließlich mit der Baxter B.V. (Niederlande) verhandelt. Alleine dieses Unternehmen kommt als Lieferant des Dosierautomaten in Betracht, weil aus technischen Gründen kein Wettbewerb vorhanden ist (§ 14 Abs. 4 Nr. 2 b) VgV).
