Description
Dublin City Council has awarded a contract to Grapevine Solutions on foot of a Voluntary Ex Ante Transparency Notice published on 2nd October 2024. Dublin City Council relied on Article 32.2 (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons: ii) competition is absent for technical reasons; and (iii) the protection of exclusive rights, including intellectual property rights, for the award of this contract. Dublin City Council intends to award a contract to Grapevine Solutions Ltd. for 3 years. The maximum value of of this contract is €300,000 ex VAT. Dublin City Council, the largest local authority in Ireland, uses these applications as an integral part of the payroll function. The HAPPI Database is integrated with both the Cyborg Payroll System (built on COBOL) and the General Ledger in Oracle Financials. It facilitates costing for the organisation at a micro level including breakdown across disciplines and detailed Job Costing.
