Description
Helsedirektoratet har behov for å inngå en avtale for å ferdigstille og videreutvikle terminologiverktøyet Mapping Tool 2.0, inkludert produksjonssetting og drift i en overgangsperiode. Verktøyet er utviklet av West Coast Informatics (WCI). Verktøyet benyttes til komplekse mapping-prosesser for kodesystemene ICD-10 og ICPC2 til SNOMEDCT, med SNOMEDCT som kildekode og ICD-10 og ICPC2 som målkoder. WCI er den eneste leverandøren med den nødvendige kompetansen for videre utvikling og forvaltning av verktøyet. Konkurranse anses derfor umulig av tekniske årsaker, jf. FOA § 13-4 bokstav b nr. 2. Eventuelle innsigelser må fremsettes via Mercell.
