Description
Avinor (the contracting authority) would like, via this intention notice, to inform the market that they intend to enter into a contract with Finn.no for the publication of job advertisements. The contract will be signed by a procurement without a competition. The intention notice is that the Contracting Authority wants to be transparent and give the market the possibility to object to the above mentioned contract signing. If the Contracting Authority does not receive objections by 05.01.2024, a contract will be signed with Finn.no about publishing job advertisements. Pursuant to implementing a procurement without competition follows from FYF § 9-3 letter b, no. 3. The contracting authority can hold a procurement without a competition for services that only a specific supplier can deliver because the tenderer has the sole right, including intellectual property rights. These exceptions only apply when there are no reasonable alternatives and the lack of competition is not due to the contracting authority having adapted the procurement documents to a specific tenderer.
