Naručitelj ovim postupkom nabavlja gume za osobna, dostavna i teretna vozila, te ostale strojeve i vozila te zračnice i pojaseve. Naručitelj u ovom predmetu nabave traži od ponuditelja da ponude za gume prema kategorizaciji navedenoj u dokumentaciji o nabavi i traženim karakteristikama, odnosno gume koje su ispitane i ocijenjene na europskom tržištu iz razloga što je većina guma koje se nabavljaju namijenjena za upotrebu na komunalnim vozilima i Naručitelj ne može preuzeti odgovornost za bilo kakvu nezgodu koja bi mogla nastati zbog uporabe eventualno nekvalitetnih guma, odnosno guma koje nisu ispitane na europskom tržištu.
