Description
La présente consultation a pour objet de confier à un prestataire auditeur indépendant, dûment accrédité pour la réalisation d'audits de concessions l'analyse détaillée du fonctionnement de la concession, une attention particulière étant portée aux candidats disposant d'une expertise avérée des ZNI. Cet auditeur aura pour mission d'analyser en détail le fonctionnement de la concession sur les aspects suivants : - Le patrimoine du SMEM - Les réseaux concédés (HTA - BT) - La maintenance - La continuité de fourniture - La qualité de tension - Le renouvellement des ouvrages - La facturation - Les relations avec les usagers - La Maîtrise de la demande d'énergie appliquée au réseau - Les missions spécifiques notamment le contrôle de la TCFE (taxe sur la consommation finale d'électricité) et les axes de développement du réseau dans la perspective de mise en place d'un schéma directeur des réseaux électriques. Montant estimatif sur toute la durée du marché reconduction comprise : 300 000 HT
