Αντικείμενο της σύμβασης είναι η παροχή εξειδικευμένων συμβουλευτικών υπηρεσιών τεχνικής βοήθειας (τεχνική, επιχειρησιακή διοικητική, οικονομική και νομική υποστήριξη) προς τον Οργανισμό για την παρακολούθηση, διαχείριση, υλοποίηση και ολοκλήρωση των δράσεων των Έργων της Δράσης 16536 του ΟΔΑΠ που έχουν ενταχθεί στο Εθνικό Σχέδιο Ανάκαμψης και Ανθεκτικότητας (ΕΣΑΑ).
