Les Villes de Caudebec-lès-Elbeuf, Bihorel, Cléon, Darnétal, Elbeuf, Franqueville-Saint-Pierre, Grand-Quevilly, La Londe, Le Mesnil-Esnard, Notre-Dame-de-Bondeville, Petit-Couronne, Saint-Pierre-lès-Elbeuf, Sotteville-lès-Rouen et Tourville-la-Rivière ont décidé de se regrouper pour mutualiser leurs besoins concernant les achats de fournitures pour leurs services techniques. L'accord-cadre est divisé en 5 lots comme suit : Lot 1 "Quincaillerie générale", lot 2 "Électricité", lot 3 "Plomberie", lot 4 "Peinture" et lot 5 "Serrurerie"
