Description
Since 2005, GIZ has been actively involved in Libya, despite intermittent pauses due to civil unrest. Due to the country's fragile security situation, GIZ manages its Libyan operations from Tunisia, maintaining an office in Tripoli for project implementation. The civil war in Libya followed the Arab Spring and the ousting of Muammar al-Gaddafi. Despite international peace talks, conflict persists, leading to large-scale displacements. The subsequent governments have struggled to meet expectations for nation-building, peace, and democratization. Political divisions persist, and central government functions are inefficient. GIZ, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), collaborates with local authorities to focus on municipal development, decentralization, economic growth, employment, and healthcare. GIZ advises various bodies, including the Libyan Ministry of Local Government, on state decentralization.
