Die BWI erwägt einen Rahmenvertrag mit einem Wirtschaftsteilnehmer zum Kauf und der Lieferung von Hardware einschließlich der dauerhaften Überlassung von in die Hardware integrierte bzw. vorinstallierte Standardsoftware in Form von Firmware, der Erbringung von Service- und Supportleistungen für diese Hardware- und Softwareprodukte, die Erstellung des Gesamtsystems und die Herbeiführung der Betriebsbereitschaft des Gesamtsystems, der Erbringung von Wartungs-, Pflege- und Supportleistungen für die Hardware in Form des Funkfeldsimulators inkl. der darauf installierten Standardsoftware, die Erbringung von Schulungsleistungen im Wege eines nicht offenen Verfahrens nach § 11 Abs. 1 Satz 1 Alt. 1 VSVgV mit einer maximalen Laufzeit von 7 Jahren zu vergeben.
